Is it true that FDR was messing with the Japanese prior to Pearl Harbor?

I heard he was making the Japanese angry dring WWII. Didn't he stop trade? Wasn't he like was funding the Chinese against the Japanese in WWII? And some other things?Is it true that FDR was messing with the Japanese prior to Pearl Harbor?
There was an oil embargo among other things. FDR opposed the Japanese invasion of China and was horrified by what is now known as the Rape of Nanking.

EDIT: I disagree. I believe when the atrocity is great enough, we have an obligation to try and stop it. I believe we had a moral obligation to go MUCH further in stopping the Holocaust as well. However, there should be solid evidence (unlike Iraq and LIKE Darfur).Is it true that FDR was messing with the Japanese prior to Pearl Harbor?
You're right, running the world is NOT in our constitution. However the founding fathers didn't envision the modern world where conflicts and atrocities from around the world affect us too. We are no longer protected by the ';pond(s)';.
